Downtempo and chill out mingle with one another, because they are basically one and the same, if you ask me. Sure, this might be a controversial opinion, since some downtempo musicians wouldn't want to be lumped together with chill out, yet some of them tend to blend the boundaries between two. For instance, Télépopmusik could be a good case of this, though they paradoxically feel like both of them and neither of them. I mean, their most famous song does resemble the serenity of the two, though one cannot be sure, where the group wants to position the calm. Do they want to disturb the latter or do they want to express the steady flow of the peace? While they don't resolve this question, I am surprised there's not much tension regarding that.
