Hello my friend! How do you think Hellsing treated Alucard? And how does Alucard feel about him?
I think he probably treated him coldly, but not often cruelly. I think standards were communicated, and experiments with levels of containment and control happened, those fail safes were put into place, and Alucard was left in the basement in his chamber until he was needed. Remember, Richard knew nothing about Alucard (I assume he was sent away a long time ago for whatever reason? That's never addressed so interpret that how you like). So he couldn't have been around much until Arthur inherited the organization and let Alucard interact with him and others like Walter and whomever Arthur exposed to him.
