Can't you like, report them or something? I'm fairly sure that Tumblr isn't supposed to allow people to steal art and stuff

You can report them for spam.

I believe that if you want to report them for art theft, the actual artist needs to contact Staff with links to their original work and the stolen work. I've tried, believe me. But, I'm sure if they get enough reports, the blog will be taken down.

It's not often that I try to get a blog deleted, but this constant art theft and asshole fuckery has gone on for too long.

As Griffen (morivan) said, your best bet is to block the blogs and inform other's who frequently re-blog images from the them. If you see any work that you know has been stolen, feel free to re-post it yourself with the source, and contact the original artist.
