Brennan said that Desperate Measures can be used to grant heroic inspiration to another character, allowing a reroll of "any d20 contest".

Death saves qualify. You could, in your dying moments, choose not to stabilize yourself but to inspire another character who is also dying, granting advantage on their death save.

With how the campaign has gone so far, I bet we'll get to see that play out for someone. It'd be beautifully heartbreaking.

A possible Tachonis, making what could only be a targeted attack on the Vales. Targets eliminated while the ranger is away, and leaving no trace for him to follow once it's over.

But was it all about Kattigan, and simply causing him suffering? Perhaps it was more about Marienna and the daughter, and some particular use in their slaughter (ending a sorcerous line? recruiting them as un/dead?), just with careful measures taken to account for Kattigan's skills that would have been used to thwart the plot.
