They're solitary wasps, and beetle parasitoids! Apparently! And her wings would have been so much more brilliant if it were less cloudy, lol.

Some of my recent bee photos!
I did not get a picture. But this morning I saw a fat little bumblebee (/affectionate, they are so Shaped) trying to feed on the flowers at the end of the common plantain stalks and they kept bending way over under the weight of the bee... Very amusing and also A+ ability to hold on, little friend. I hope it was tasty.
Me at a lil wasp neighbor right now, who buzzed around my head when I opened my front door:
"Girlie, this is not a good place to put a nest, nope, no thank you 💗"
