ah I see, guess I read it wrong. I think arena and ultimax would've been a lot better if they had gone with their original plan. In my opinion, without the regaining of the second personas the narrative loses a lot. That combined with the writing issues just makes it seem like the p4 characters stay stagnant in their development rather than being the characters they grew into at the end of p4.

I agree, fully. I mean, I understand why they stagnated - Persona 4's characters were way, way, WAY more dependent on the MC when it came to their development, so it makes sense that they'd be stuck after he leaves - That's only realistic, since most people would stagnate once the initial euphoria wears off. I'd know; I've been there. - but the task of the Arena games should have been to get them out of that rut, and while the first Arena and the epilogue of Ultimax seemed to be working towards that, them not regaining their second tier Personas really, really messed with this goal, as did the sheer pointlessness of the main-plot of Ultimax.

I think the reason the p4 crew has their original level persona's in pq and arena is simply for aesthetic reasons. I remember reading somewhere that the development team (at least in arena and ultimax) thought the original personas were more iconic. There isn't actually a plot reason for them to regress, which is just one of the clumsily written things about the p4 spinoffs in my opinion

Actually, the original plan was to use both, the first tier and the second tier Personas (precisely because, at least in Arena, there was a plot reason for the regression; the fact that the characters had mentally wavered in the resolves that got them their second tier Personas in first place, which put them in contrast with the P3 characters, who were treated very differently in the plot and also had their second tier Personas still. Personas actually depend heavily on one's mental stage, so having them all with first tier Personas again was a perfect representation of their doubtful, yet understandable attitude during the events of Arena. Needless to say, it didn't quite work anymore during Ultimax, though...)

In fact, if you hack Arena's Audio, you actually find Audio clips of the IT summoning their Second Tier Personas. Everyone of them. Yes, this was in the game for long enough to make it to the voice-recording stage in both languages. However, apparently, it became too tedious to integrate two Personas for half the cast, so the idea was ultimately thrown out. The P4 Cast being stuck with their first tier Personas was the unfortunate result of that. And yes, as you said, the reason they decided to use the First Tier Personas rather than the Second Tier Personas when they were put before the choice of using only one of them, was that they were more iconic. You read that right. It was said in the artbook, if I remember right.
