Consultation on speeding up discussions on the bill lasted 23 seconds

On Wednesday (12), Brazil’s Chamber of Deputies approved the urgent discussion of the bill that equates abortion with homicide. Officially named Bill 1904/2024, it will now be voted on by the plenary of the Chamber of Deputies, without first going through the relevant committees.

The Speaker of the Chamber, Arthur Lira (Progressive Party), put the matter on the agenda without informing the federal deputies and without announcing the bill's number. He asked Pastor Henrique Vieira (Socialism and Freedom Party) about the position of party members on the matter under consideration, but he did not respond. Lira considered the urgency of the matter approved in symbolic voting (when each deputy's vote on the electronic panel isn’t recorded), which lasted just 23 seconds. In general, symbolic voting occurs when there is already agreement among parliamentarians on the matter on the agenda.

The bill adds articles to the Penal Code to make the penalties for simple homicide the same as those for abortions carried out after 22 weeks of gestation, even in cases where the practice is legally allowed. The text also prohibits abortion even in cases of pregnancy resulting from rape, if there is fetal viability.

So, in Brazilian feminism and free speech news, the country's Supreme Court has backtracked on its order of removal of a video and two news reports in which the ex-wife of Arthur Lira (the president of Brazil's Chamber of Deputies) accuses him of aggression and rape.

On Tuesday the 18th, Supreme Court minister Alexandre de Moraes had ordered the removal of the links at Progressive Party's deputy request. In the new decision, however, Moraes explains that, after the blockade, he found that Lira's defense claim (that there's an “organic, chained movement spreading false news” to destabilize and embarrass the political figure) was not valid.

The video that has now been released again was broadcast by the newspaper Folha de São Paulo, in which the outlet interviews given by Lira's ex-wife Jullyene Lins in January 2021, who claims having been a victim of psychological and physical violence. The texts are from the Terra portal and the Brasil de Fato website.

The ruling, however, doesn't mention the video by Mídia Ninja about the topic. And the report by Agência Pública, which first broke the story, remains censored by judge Luiz Carlos de Miranda.

After huge outcry, Brazil legislators backdown on controversial abortion bill

The President of the Chamber of Deputies made a statement, and reporters weren't allowed to make questions

The president of Brazil’s Chamber of Deputies, Arthur Lira (Progressive Party), made a statement on Tuesday night (18) about Bill 1904/2024, which criminalizes rape victims by equating legal abortion after 22 weeks of gestation to homicide. Accompanied by the college of leaders, he said the bill will be analyzed in the second half of the year, after the recess, in a "collaborative commission." Nominations for the committee that will debate the text will start in August.

"The college of leaders has agreed to broadly debate the issue in the second semester with a collaborative commission, after the recess and without haste or rush," he said. There was no room for questions from journalists.

Lira didn't talk about withdrawing the urgency of the bill’s processing, as requested by the Liberty and Socialism Party (PSOL, in Portuguese). Therefore, the official legislative way still requires analysis by commissions already set up in the Chamber.

Brazilian lawmakers criticize Carrefour CEO’s apology letter

House Speaker Arthur Lira and Senator Tereza Cristina say apology fails to undo damage

Brazil’s Lower House Speaker Arthur Lira (Progressive Party, Alagoas) said during a meeting with the agricultural caucus on Tuesday (26) that the apology letter from Carrefour CEO Alexandre Bompard was “very weak” and failed to repair the damage caused by his statements. Last week, Mr. Bompard questioned the quality of Mercosur meat and announced that Carrefour stores in France would no longer purchase products from the bloc. For Mr. Lira, a “formal apology truly recognizing the quality of our products” was necessary.

This sentiment was echoed by Senator Tereza Cristina (Progressive Party, Mato Grosso do Sul), a former Minister of Agriculture. “The so-called ‘apology’ letter from Carrefour’s global CEO does nothing to mitigate the unacceptable damage caused to the image of Brazilian meat and brings zero change from a commercial perspective. As always, Eurocentrism prevails: Alexandre Bompard says he will continue purchasing Brazilian meat in Brazil ‘to meet the regional preferences of our customers.’”

Mr. Lira argued that Brazil must respond firmly to all actors criticizing its agricultural practices. “I believe the same should apply to the French group Tereos, which operates six mills in São Paulo and has criticized Brazilian production. It is concerning that Congress, organizations, and the Ministry of Foreign Affairs have not taken a firmer stance against the growing narrative aimed at spreading misinformation [about Brazil],” he said.

Last week, Tereos CEO Olivier Leducq expressed opposition to the EU-Mercosur agreement in its current terms through a post on LinkedIn. On Tuesday (26), in a new statement, Mr. Leducq claimed his previous comments were not intended to criticize Brazilian agriculture. “Some terms used in the [previous] post caused confusion and diverted attention from the main topic. I had no intention of criticizing Brazilian agriculture,” he said.

The initial version was watered down after opposition from parliamentarians to the text, but it still grants power to the President of the Chamber

The plenary of the Chamber of Deputies approved this Wednesday (12) a resolution proposal that changes the House's Internal Regulations and allows for the precautionary suspension of a parliamentary mandate for up to six months for those who are the target of a representation for breach of decorum. There were 400 votes in favor and 29 against, with one abstention. Immediately after the vote, the President of the House, Arthur Lira (PP-AL), promulgated the measure, which was articulated after recent fights between parliamentarians. Lira gains power in the processing of possible suspensions with the approved measure, as the Board of Directors, which is composed of seven deputies and led by the President of the Chamber, will be able to propose the precautionary suspension of a deputy. The approved text, however, underwent changes and was watered down by the rapporteur, Domingo Neto (PSD-CE), after a negative reaction to its content. Besides the resistance to approving a text that changes the Chamber's Internal Regulations, the proposal deals with the so-called "prerogatives of parliamentarians" —a flag defended in the House.

Brazilian Congress Holds Special Session to Express Solidarity with Palestinian People

The Brazilian Parliament Congress held a special session on Friday to express their solidarity with the Palestinian people against the continuous aggression of the Israeli occupation, the official Palestinian news agency WAFA reported.

The session came following an invitation by a number of deputies who support the Palestinian question, such as Camilo Capiberibe, Alexandre Padilha and Márcio Jerry, in partnership with the Brazil-Palestine Institution (IBRASPAL).

The session was also attended by a number of diplomats from Arab and Latin American countries including Cuba, Nicaragua, Zimbabwe, Nigeria, Iran, Libya, Dominican Republic, Qatar and Belarus.

The session opened with the Palestinian national anthem, followed by a speech by the Congress President, Arthur Lira.

“Brazil has always sought to cooperate with the international community for a peaceful and negotiated solution to the Palestinian-Israeli conflict,” Lira told attendees.
