Yes and no. Buying it with real money seems to be the easiest way to get cash.

The most recent board game event has a potential prize of 5cash, but takes a lot of gems just to (potentially) get. It's possible there will be other ways to earn cash in the future, but they don't seem to be making it easy to get. Given that the effort-reward ratio there isn't very high, my advice for getting cash currently is to buy it if possible.

There's no such thing. (And in games like these, it's extremely rare to be able to trade a non-premium currency for a premium currency.)
