Captain Benjamin Maxwell: One of the most decorated Starfleet Captains of the 2360s. During the Border Wars, he was Captain of the Starship Rutledge. In 2347 Their ship was the closest one to Setlik III when the Cardassians executed a sneak attack. They were too late and by the time they arrived the Cardassians had killed over a hundred civilians, including Maxwell’s wife and child. Troops from the Rutledge were involved in house-to-house fighting by the following day. Following the death of his family, Maxwell soldiered on despite their loss, at least outwardly. During this crisis Maxwell promoted Miles O’Brien to Tactical Officer.
By the 2360s he was captain of the Starship Phoenix. In 2367, a year after the peace treaty was signed between the Cardassians and the Federation, Maxwell took the Phoenix into Cardassian space. He suspected the Cardassians were using the peace to re-arm but had no proof. He destroyed a science station in the Cuellar system, a supply vessel and a warship before the Enterprise caught up with him. Maxwell beamed to the Enterprise, and his defence for going after the Cardassians were not backed by facts. Picard afforded him the dignity of retaining his command while they returned to Starbase 211. Maxwell was determined to proved the Cardassians were rearming, and broke formation, leading the Enterprise to chase him to another supply ship. He gave an ultimatum, board the supply ship or he’d destroy it.
Chief O’Brien, now serving as Picard’s transporter chief, sneaked aboard Phoenix and convinced Maxwell to stand down. Maxwell surrendered himself to Picard and was confined to Enterprise guest quarters for the return voyage.
Maxwell was likely in his assertion that the Cardassians were rearming as the supply ships were using a high energy field to mask sensor readings but Picard did not want to precipitate another war. Starfleet would end up monitoring the situtation more closely.
