Jenna has a very weird mix of emotions, particularly as the war starts getting bad, regarding pragmatic decisions involving people's lives. She is, ultimately, a ruthless soldier and dedicated to getting the job done whatever the cost, but she also cares deeply for the people under her command, which leads to a lot of regret, bad dreams, and grief when she is forced to leave people behind or sacrifice them.

I think she wishes she could be fully one or the other, either not give a damn or find other ways around things that result in fewer deaths. As it is she tends to do what needs to be done first and then face the emotion after -- not always in a very healthy way.

In truth, anything beyond glancing (or combat-related) physical combat is generally a pretty big sign of trust on Jenna's part. She doesn't hug easily and definitely doesn't kiss/backrub/have sex/etc. without feeling pretty comfortable with the other person, so if you've reached the point where she gives you a hug or otherwise interfaces physically with you it's a big sign that she feels you have a significant good relationship.
