Yautja respect justicars in the way that they respect any dangerous and worthy prey, as well as some additional nod towards having a strict code, since that is something that a Hunter would understand. That being said, the specifics of these codes basically make it so that killing each other is the desired result. As Justicars make a point to avoid curiosity over the reasons why someone would do something considered unjust, no amount of detailing of Yautja ritual (or the fact that their prey is limited entirely to people who can fight back) would ever convince a Justicar not to basically kill-on-sight. To be completely fair to them, that is a pretty smart assessment of any situation when facing a Yautja Hunter.
Knowing that Justicars are going to try and kill them immediately makes them one of those 'folks that can fight back', and the result is also Kill-on-Sight for a Hunter to a Justicar.
Basically, Cousin and Samara are put into a situation where they have to follow what are essentially special case rules set up for those codes, so it's a funny-but-completely-torturous conundrum for the both of them.
