After a combination of (1) the canon revelations in the “Javert Derailed” chapter in the Brick and (2) the non-canon realisation that people are easily scared off by him (see here), Javert decides to, in short, be a nicer person who follows his conscience/ the spirit of the law, rather than rigidly adhering to the letter of the law. Here, Javert catches Gavroche’s 2 little brothers stealing bread and lets them off with a warning.

JAVERT: Remember, it is a crime to steal. Don’t do this again.
