this is such a heartbreaking moment for me personally. i mean, damon is mad at her for getting herself in dangerous situations without having a backup because all he's trying to do is keep her alive because he doesn't want her to become a vampire having learned from his mistakes and he doesn't want her to get hurt because he loves her so much. this is just the way damon salvatore loves elena gilbert. he felt helpless 'cause he had his neck snapped and he couldn't stop her and she went behind his back and he just wants her to be safe. oh the pain.
