Before he sort-of fell out of love, Charlie very much enjoyed teasing Percy, only because seeing Percy squirm made him feel fuzzy. Even if the playfulness resulted in him getting yelled at or, in more extreme cases, slapped, he would continue teasing Percy into letting his guard down, albeit not in a healthy way. Mostly to get Percy to eventually treat him better, but also because the reactions he got made him feel good.

If you're gonna try to talk someone into expressing love when they don't do so, at least don't push them to a point of annoyance. Charlie kept pushing Percy, who, despite also liking Charlie, got more pissed with him, hence not helping their situation.
