I really regret how they portrayed Raiden Shogun in the Inazuman archon quest, because her character had potential, but they only showed a little bit in the story quests.
Because her sister died in the war and she suddenly gained control of Inazuma. She couldn't express that loss to anyone, while her friends became her enemies (and maybe she had no choice but to kill them), and she realized that she had to experience endless pain because someone wanted change.
She certainly didn't want the people of Inazuma to suffer. That's why she closed the borders. That's why she issued the decree. She was so afraid of losing the only thing she had left. She didn't want her people to suffer, so she locked them into a slowly declining eternity for the hope of peace.
It's just that in the archon quest, it looks like Raiden Shogun did it all because she just ✨wanted to✨.
