what's the deal with chromatic aberration in games? why do games like bloodborne need a visual effect that tries to simulate a malfunction in a camera lens if they are set in the victorian era?
Because it’s all about tricking our eye in to believing in what it thinks reality should look like.
We see this in the so-called “Soap Opera Effect.” Theatrical movies play back at 24fps. Some TV shows started broadcasting at 60fps, like soap operas, and a few movies were captured in that framerate back in the day only for people to say they looked “cheap” because they associated the high framerate with daytime television. Ergo, part of the cinematic “look” is playing at 24fps. That’s what our brain expects.
A similar but less-well-known phenomenon happens now that movies are shot on digital cameras. It is entirely possible to eliminate film grain in movies now thanks to this and other video clean-up techniques pioneered in modern times. But just like 24fps vs 60fps, if a movie starts to look too clean, it stops looking “cinematic.” So, depending on how they’re shot, movies will actually add extra fake film grain because that’s what our eyes expect from the “cinema-look.”
This is double important for 100% CGI movies. Take a look at this screencap from Toy Story 4:

There’s fake film grain! And even very, very slight chromatic aberration. Because that’s what our eyes look for to tell our brains “this was shot on physical film.” Even though it clearly was not.
The same thing applies to video games. Even if they’re interactive, if you can trick your brain in to thinking it looks like film, then that increases a sense of realism.
And video games are full of this stuff. Lens flares, lightbloom, focal effects like depth of field and bokeh patterns are all effects that video games don’t technically need but are there to “simulate” what a camera lens sees.
We’ve even run in to the bizarre case where video games are simulating things cameras are trying to get rid of, like high dynamic range exposure -- as in, the effect where our eyes adjust when going from dark to light areas (and vice versa). Modern cameras are doing away with this, where everything is always perfectly exposed, but games lean in to it and push for that adjustment period where we’re temporarily blind for a second or two.
Even effects like camera shake aren’t always strictly necessary in games, but they’re there to sell the idea that you’re looking at something human, and natural, and real.
I don’t think that means every game needs them, just like how not every movie goes through the lengths to add fake noise grain or fake other filmic lens effects. But for games going for certain looks, they can be an interesting subtle touch.
