Black Saddled Toby (Saddled puffer, Valentinni's sharpnose puffer)
This fish with a worried face is a Black Saddled Toby, scientifically named Canthigaster valentini (Tetraodontidae), a puffer found in the Indo Pacific region, among coral heads and rocks of subtidal lagoon and seaward reefs.
