Palpatine was Padme's Senator when she reigned as Queen of Naboo. So he was also some kind of mentor to her and I really wouldn't be surprised if Palpatine had done some kind his usual subtle manipulations prior the event.

Palpatine is such a slimy bastard that will use his facade as old and kind person to manipulate people. Creepy as it is, he know how to use it and getting what he want. Padme being under her tutelage and being manipulated prior even really tracks.
