Hello, If I cast Sculpting Steel as a copy of Cityscape Leveler , do I get the "When you cast this spell" trigger?

No.

This doesn't work because Sculpting Steel doesn't become a copy of Cityscape Leveler until it's in the process of resolving. It's just Sculpting Steel when you cast it and as such doesn't have that trigger yet.

If I have a ulamog, the ceaseless hunger, and my opponent casts clone coping it, does he get the casting trigger?

No. Clone doesn’t become a copy of Ulamog until it’s entering the battlefield. It wasn’t an Ulamog on the stack and certainly not when it was cast.
