I know this isn’t on your list of characters but I’m dying to know about Monarch! Who are they? Their powers sound incredible and the more elusive the details are centred around them and their appearances the more I crave knowledge of them; so if it’s a possibility for the prompt thing:... Monarch 3? (also you made a villain character that uses sign language? Thank you! I love them already as they are so villainously snarky and cutting, this entire plot culmination is stunning!!!)
Yeesss I love Monarch! (You’re welcome!! I have plans in place for the mc to have one of three disabilities: Hard of Hearing, lost limb, and muteness. And the mc will fully learn sign language if they’re Hoh or mute.)

Monarch, of course, it’s her. The only woman- No the only Hero who would actually think to look for you. She stands at the edge of the hospital bed, a small and frail older woman who seems so unimposing to everyone else but you. No one would think of this woman as a commanding force, no one would think to plug their ears and turn their head away, to never look at her face. No one would assume that her voice can command others, forcing them to do as she says and think what she wants them to think.
It won’t work on you, even with your powers frayed and useless they still give you an edge no baseline can have against her and knowledge is power, you know better than to hang onto her words. It also helps she’s not the only manipulator in the room, you know just as well how to pull people’s strings and unlike her, you don’t need a power to do so.
Your voice may have been your greatest strength but even without it, you know the right way to look, the right way to act. So that’s what you do, you act and let some truth slip in. You scrunch face in confusion, almost like you don’t recognize her. She sighs as she finally takes a seat next to the bed.
“The nurse says you haven’t spoken a word since you woke up,” her voice soft, immediately bringing a sense of calm. You dig down dip and tear that feeling apart, she’s the enemy and not someone to relax around.
You shrug in response, hands making an X across your throat like you had done with the nurse. They had run tests but no one could find anything physically wrong with your ability to speak. Someone had mentioned it being psychological, you don’t care anymore. You’re tired, in pain, and it’s almost a relief just being able to ignore everyone’s questions, asking you shit you wouldn’t have answered anyway.
“In that case, you’ll just have to sit and listen,” she folds her hands across her lap, she looks at you with pity and in response, you can’t stop the snarl from appearing on your lips. You don’t want her pity, real or fake. “You’re going to retire from being a Villain.” A command you almost feel compelled to follow, you immediately turn your head away from her. Hands over your ears wouldn’t help, it’d just bring more attention from others and then you’d be outnumbered.
She’s stronger than you remember, why didn’t she use this against Biohazard?
“Chaos, you need to listen to me-”
You do not. How does she know who you are?
“If you keep going you're going to get yourself killed-”
You will not, not that she could ever be aware of that.
“So I’m telling you. You need to stop.”
You have to stop, the thought is sudden and foreign. You want to rage against it but you feel yourself falling under her thumb. She’s been hiding the strength of her power, and it worries you that she didn’t use this to stop one of the greatest catastrophes that Torrent Falls has suffered.
Shit. Fine, you’ll play her game. You need to recover, to adapt to your new condition. You reluctantly look back at her and nod your head in understanding. She sighs in relief, leaving the room and you behind.
You’ll stop… but neither of you said for how long.
