Boss wants Adler dead and by god he will have that man under the ground. suspicious accidents, close calls, things that get him in trouble. Boss wants to be as much of an inconvenience to Adler as possible.
When Boss looks at Bell all he sees is Selga and Danil, two people who were.... people who had their humanity stripped away from them and replaced with what someone else wanted. it makes his blood boil watching another person go through the same thing and not being able to do much about it because he can't put the rest of his people at risk.
