Chaos Insurgency's True Purpose.
Transcript of a recover tape from an abandoned Chaos Insurgency site next to dead insurgents who had destroyed all other files. The Conversation is between The Commission Runner: Outsider and Gamma Squad Officer: Ruth
Sounds of papers rustling as there is a knock before the door is heard opening. Paper stop moving as footsteps grow closer.
O: Sir, a moment please. Private matter.
R: Sure. What’s up kiddo?
O: I have been thinking…
R: Dangerous thing to do
O: Ruth, please let me finish before making remarks. I have been thinking about how nothing we been told by Delta Command makes sense, nor by you. Everything contradicts itself, which lead me to realize it’s sort of on purpose. Sure some parts merit truth, but what we hear are more of the outlier groups and not what the truth purpose of Chaos Insurgency is.
R: So what is our true purpose?
O: To be the middleman.
Silence sets in as Ruth begins to chuckle and claps a bit as if they were applauding this theory.
R: Bravo Outsider. You realized what very few ever conclude to. You had to be thinking for a while on this.
O: Not really. The evidence is right in front of everyone. It’s just misconstrued so it’s often overlook, especially since it’s so simple.
R: The evidence?
O: You use forces that specialize in certain areas that are not part of the Chaos Insurgency. Sure. We wear the badges or clothing you give us to help identify us as members of the organization should an actual team of the Chaos Insurgency shows up at a site or for your inside men, but other than that; it’s just for show.
It's to make the Insurgency look larger than what it is. To create misdirection. We know so little about our own employers, because if the truth truly got out; you wouldn’t be that threatening. Also by hiring outside forces, you have the ability to always replace them and it makes moving so much easier. That was another tip off point. You are always moving around. Never a permanent site to go to. It makes you harder to pin down and easier to lie about where you are located.
R: Is that all, Outsider? I sense there was another piece of evidence that made you fully realize this.
O: Yeah. Why would an organization that supposedly raids sites without a care of what gets out want so much information on a site, before they hit it up? Why is it when that site gets raided, that most containment power is kept on backup except for a few lesser damaging scps let out to create commotion and cover? Why is it certain items other GOIs have been rumored to be looking for taken? Why do we rarely see them afterwards if they are supposed to become part of the Insurgency as a weapon? Easy, it’s the illusion that’s been painted and retold a thousand times. No real proof to prove it, but zero to excuse it.
You still believe in the Foundation’s code, but not enough to not fill in a small gap between organizations to create profit. The chaos insurgency is the middleman, by luck. The originals come from the Foundation with a few joiners from other GOIs that made it possible to do what we now do. Frankly, I am amazed no one else has caught on.
Ruth gives a breathy laugh as he rustles some papers about. R: Good job, you got us. I will have to let Delta Command know that you are practically onto us, just for insurance. But thank you for your insight, we’ll be working to cover the flaws in our inside systems. And Outsider, you’re a bright kid. Get out of this line of work, before you get killed by it.
O: I make no promise Ruth. I got two others to worry about. I’ll only leave when they leave. Till then, see you around and tell Delta Command Niner that I say ‘Tag.’ They’ll know what I mean. Footsteps then move away as a door opens and shuts. Ruth sighs heavily as he clicks a pen
R: Shit kid.
Tape continues on the sound of shuffling papers, muttered names and numbers before ending as it had lost battery life. It’s unknown if this is true information is true due to Ruth's vague responses.
Notes: Various names muttered also don't match any known Chaos Insurgents names.
Ruth seemed amused the entire time until after Outsider left. His tone turned to worry.
