Corolainus represents the Capitol
Lucy Gray represents the Districts
Its the Capitol's job to take care of the districts but ultimately it fails and harms them. The Capitol is completely unaware of how its own actions cause the district to rebel and ultimately ends up blaming the districts for hurting them. 'This was the uprising that rocked our land. Thirteen districts rebeled against the country that fed them, loved them, protected them.'
In the 10th Hunger Games Snow and Lucy Gray prove that by working together toward their common goal they will achieve success. This was NOT the lesson the Capitol wanted to teach and so it had to be erased. Lucy Gray had to be erased and Snow needed 're-educating'. Panem is traumatised by war. The suspicion is in their psyche, as Grandmaam says, 'She'll peck your eyes out'. The next generation of the Capitol needs to be indoctrinated into seeing the districts as animals and themselves as superior. And that ultimately is what tears them apart.
Snow and Lucy Gray could have shown a new future, post-war, where districts and Capitol had a cooperative relationship but the elders were never going to allow that. Thus the second rebellion becomes an inevitability.
In the end, Snow believes, he fed Lucy Gray, he loved Lucy Gray and he protected Lucy Gray and she rebelled. Panem will suffer for the next 64 years because of it.
'Those who choose this destructive path, your actions are based on a misunderstanding of how we have survived. Together. It is a contract. Each district supplies the Capitol. Like blood to a heart. In return, the Capitol provides order and security. To refuse work is to put the entire system in danger. The Capitol is the beating heart of Panem. Nothing can survive without a heart.'
