How does the Council feel about rival Empires in the Nether?

A human hops out of a newly formed nether portal and approaches countess Ghast. It politely bows before speaking.
"Sorry to disturb you, but is there a way I can get some ghast tears, blaze rods and magma cream without hurting anyone? I really need them."
"I am not sad, I am in fact overjoyed that a descendant of the past humans is attempting to be pacifistic."
Are the amulets magical? How do they work?
I assume they work with soul magic as some other mc artifacts do. Do you have to collect souls for it to keep working or is it more of a passive effect emitting from the amulet?
