What if Cozyglow isn't actually a kid and is actually an adult mare with some sort of dwarfism or hypoplasia that prevented her from physically growing?

She lived her entire life not being taken seriously because of her appearance which led her down a path of villainy.

Maybe the only way she felt like she could be respected was being looked at like a threat; and embraced her child-like appearance only after she realized she could use it to manipulate others.
