Well I do agree that it is weird that he shows up for only one episode but shows up in each Evangelion movie. Even if its for a scene or two. He shows up briefly in End of Evangelion.
i mean, despite being around for one episode, he manages to dive the entire NERV staff into this weird, existentialist conflict where they all spend 10-15 minutes discussing what exactly they are supposed to be, as humans, as people, in contrast to the Angels and what SEELE is trying to do. His being the last Angel is probably just like, wow, he could've killed all of us and then chose not to. Like how do we as people make that choice to then keep doing or not self-destruct on our own? All of the other Angels were single-minded in mission but extremely self-preservant, but this one was just like
