After 27 Days of Rage, No Reduction of the Philly Police Budget
Mayor Kenney, Council President Darrell Clarke, and Philadelphia’s Democratic Leadership have Failed Us. We’ll need to FLEX REAL WORKING CLASS POWER to win.
Yesterday, City Council voted to approve Philadelphia’s budget by a quiet vote of 14-3, with all 14 Democrats on City Council voting yes in a party block to uphold the PPD’s full budget. After twenty-seven days of tireless mobilization and direct action with a clear demand to “Defund the PPD,” City Council and Mayor Kenney took no action whatsoever to decrease the police budget.
The safety and well-being of Black Philadelphians have been outweighed by the interests of the Fraternal Order of Police and the super-wealthy who rely on the police to protect their assets. Presented with a clear call for radical change, Philadelphia’s government brazenly chose to uphold the status quo of violence, deprivation, and brutality.
Let us be absolutely clear: Democratic Mayor Kenney and Democratic City Council President Clarke have betrayed Black Philadelphians along with the entire working class with this Brutality Budget.
This betrayal is not new, but with tens of thousands of Philadelphians from all walks of life engaged in mass struggle over this year’s budget, the Democratic Establishment’s betrayal is more visible than ever.
As working class fighters, it is our responsibility to take lessons from the last month. Twenty-seven days of direct action won a rollback of the Police budget increase. This is a landmark victory, but our mobilizations were not enough to win a significant decrease of the police budget or any meaningful restoration of city services and jobs. Until sustained mass organization threatens the political viability of elected leadership, we won’t have enough power to win real divestment in the police.
The AFSCME DC 33, DC 47, and non-union city workers of Campaign for a Just Budget expect a second wave of layoffs will come as revenues continue to fall. The first round of layoffs primarily impacted non-union workers in the Free Library and Parks and Recreation. The next round will be deeper and we expect AFSCME union workers will be laid off in large numbers.
Additionally, as we enter a second wave of the pandemic, we expect Mayor Kenney and Managing Director Abernathy will continue to risk our lives by pushing us to work in unsafe conditions and denying hazard pay for frontline workers.
Working People Pay the Price.
Philadelphia’s richest individuals, corporations, and non-profit institutions have continued to amass profits during the pandemic and developing economic depression. With Philadelphia’s unemployment rate hovering near 20%, it is unacceptable that Mayor Kenneyand City Council have placed the economic burden on the shoulders of working people.
It is clear to city workers that if the rich continue to evade paying their fair share in taxes, the city will continue to cut jobs and essential services that make our city work. This will deepen the suffering that working families and residents face. The June 1 layoffs already disproportionately impacted Black and Brown workers. Dramatic city service cuts will hit Black and Brown communities the hardest, while they continue to be over-policed.
Build Organization to Win
We have no reason to believe these conditions will change without stronger political organizations that challenge the Democratic establishment head on. Just as important, we need to build stronger and more militant labor unions that emphasize shop floor action and govern with bottom-up, participatory, and transparent methods. This city won’t work if we don’t!
Our ability to build a Philadelphia that serves the community and supports its workers depends on building a powerful and organized alliance of residents and workers that fight to Defund the Police, Tax the Rich, and Expand City Services with Safe and Well-Paying Permanent Jobs.
