In a formal apology, Department of Transportation and Communications Secretary Joseph Emilio Abaya said that even though there is a functioning air conditioning system at NAIA 1, the rehabilitation projects prompted the Manila International Airport Authority to shut down a number of air handling units to avoid dust from endangering the system. Also, safety nets that cover the ceiling of the departure area also disrupts better air circulation.
