I strongly support Shropshire Council’s efforts to clamp down on cleaning up dog fouling. But the current proposals need a lot of improvement. Did you know that until 2003 in Scotland, it was illegal to let your dog go potty in specified public places, regardless of whether or not the dirty deed was immediately removed or not?
The new act now makes public fouling an offence only when it is not immediately cleaned up. The remainder of UK dog owners who fail to scoop their dog's poop can be slapped with a £1,000 fine under the Clean Neighbourhoods and Environment Act 2005.
Another way in which local authorities are trying to keep neighbourhoods beautiful is by handing out dog control orders. This means that councils will be able to make an order for a standard offence to apply to land within their area. Offences likely included: not putting or keeping a dog on a lead when directed to do so by an authorised officer; permitting a dog to go onto unauthorised land and taking more than the specified number of dogs onto land.
When it comes to trespassing, the Animals Act 1997 empowers farmers to shoot, without warning, dogs the farmer feels is a threat to his livestock. The dog's owner could face criminal prosecution for the same offence. You can be given an on-the-spot fine if you don't clean up after your dog. The amount varies from council to council. It's often £50 and can be as much as £80. Be sure you check on your local council rules and regulation as some councils have stricter rules on dog fouling.
If you refuse to pay the fine, you can be taken to court and fined up to £1,000. So be careful and aware of your dog poohing in public places.
The heathland surrounding Lightwater is a shared resource for us all to enjoy.
Not all users respect the the enjoyment of the rest of us. On a heathland walk yesterday to espy the arrival of wild orchids, I naturally wandered on the heathland track and into the heathland in Folly Bog and Hangmoor Hill in serach of the little beauties.
What did I experience, sadly, plently of dog poo, and an onrushing mountain biker. Dog walkers, having picked up their dog poo, dump it in a bag by a gate into the heathland, thinking it’s then somebody else’s responsibility. No it’s not. Why do this do walkers? Having carried it to the edge of the heathland, all you have to do is carry it home and put it into your grey recycling bin. Job done.
As for mountain bikers, with whom we share the heathland track. For goodness sake, when you’re hurtling down the track, at least give warning via a bell, shout, or whatever. You’re simply selfish, arrogant, and aggressive disregarders of others.
