Okay so hear me out
You know how The Doctor leaves and comes back right away at the end of the episode Rose? What if he traveled back in time to different periods of young Rose’s life during that split second absence. The Doctor obviously met Jackie Tyler and Mickey before he left. What if he noticed there was no Mr. Tyler so he decided to become Rose’s hidden guardian until the day he met her when the plastic came alive. This would help explain why 9 knew Rose got a red bicycle for Christmas one year. He watched over her until she was nineteen. The Doctor couldn’t get enough of Rose and wanted to watch over every part of her life before he would ask her again to travel with him. That’s why when the TARDIS came on screen a second after it left, The Doctor said “Did I mention it also travels in time?” He used his time travel to quietly watch over a younger Rose and then quickly return to the moment he left her to give her one final reason to travel with him.
