A little post about toku history in France:
So, toku was actually really popular in France in the 80s and 90s, with shows like Gavan (as "X-Or") and Bioman becoming massive hits. Most of it is thanks to the efforts of this woman:
This is Frédérique Hoschedé, better known as Dorothée. She was a children's TV host and presenter as well as a singer, who sang the French dubs of the openings of a lot of the shows she presented. She hosted the shows Récré A2 and especially Club Dorothée between 1978 and 1997, the latter on TF1, the biggest free TV channel in France.
What the Club Dorothée did was bring a lot of Japanese shows over to France, including anime (DBZ, Sailor Moon), as well as toku. To say that it worked would be an understatement: any children who grew up with a TV set between the 80s and 90s knew who Dorothée was and watched her shows religiously.
So, in 1988, Dorothée goes to Japan to meet producers to broadcast new shows in France. She meets with Toei, and they seem to have liked her, because they go: "Hey, since you're here, want to be in some of our shows?" And she goes: "Sure!"
