The Bajoran customs office, 01-484 on the Promenade, is a legal redundancy.
Ops contacts visitors to DS9 and makes sure everyone pays what fees are necessary in the rare event that a fee is required. Ops logs where everyone is staying. Ops, not the customs office, receives citizenship and cargo information and criminal records and such. Then Ops sends that information to the Bajoran provisional government and the Bajoran customs office. The customs office does some checking to make sure the data is accurate, then sends it to the Bajoran government as a backup.
I think the Bajoran customs office does other things, too, but I’m not sure what.
