　先頃DXCCエンティティ・リストから消滅したばかりのミッドウェイ島（KH4）、キューレ島（KH7K）を復活させる旨をARRL Newsが報じています。

　が、この“出戻り劇”の理由は判然としません。

　消滅の際には「統治状況の変化に伴って」とされていたところ、今回の記事では

　「改めて精査した結果、今般の統治状況の変化は、このふたつのエンティティを消滅させるに足る根拠とはならないことが判明した」

と、まるで逆の結論が示されています。

（洋の東西問わず、“首尾一貫性”とか“前言との整合性”とか、もう一切意に介さないのが大流行なのか。まぁ、 もとより DXCCは先方が胴元のゲームゆえ、ガタガタ言っても始まらないが）

　ミッドウェイ島（KH4）、キューレ島（KH7K）が消滅エンティティになる旨をARRL Newsが報じています。

　このDXCCリストの改定は2016年8月26日にさかのぼって実施されるとのこと。

　ニュースは両エンティティの消滅理由を以下のように説明しています。

ミッドウェイ島（KH4）: オバマ大統領時代の2016年8月に施行された「ハワイの海洋保護区拡大施策」に伴って、同島の管轄権が「パパハナウモクアケア海洋ナショナル・モニュメント（合衆国政府下）」へ移ったため

キューレ島（KH7K）： KH4が消滅すると、KH7Kのセパレート要件(*)が満たされなくなるため (*) DXCC規則II, 2 (b) (iii) ：ミッドウェイ島という「別エンティティ」によって「親エンティティ」であるハワイ諸島と分断されている状態（この場合、親エンティティとの距離は不問）

　もともとミッドウェイ島（KH4）がハワイ諸島（KH6）から分離していたのは、かつて同島が米海軍によって 管轄・統治されていたことが唯一の根拠でした。ただし、その根拠も基地が閉鎖された1996年以降はいささか怪しくなっていたところ、今般の状況変化（管轄権移行の明確化）によって消滅が後押しされた、と見ることができると思います。その点ではキングマン・リーフ(KH5K)の消滅の際と似た経緯と言えるでしょう。
