The BLUM program is a summer intern program for students of University of California San Diego (UCSD), though lately the program has included one or two students from other universities and counties to expand. The BLUM summer program has interns placed in different stations across San Diego and North Mexico. In collaboration with local CBO’s the BLUM are working in Encanto, San Ysidro and San Laurels.
Mats and I worked in the branch out of Encanto in which conveniently collaborates with Groundworks, the organization we are interning with. In collaboration between BLUM and Groundworks the focus over the summer was gaining material for the EPIC grant. The EPIC grant, or Electric Program Investment Charge grant, is a million dollar grant to further Encanto becoming a zero-net energy zone. Groundworks wish through the grant money to facilitate an introduction of more renewable energy sources in the community.
During our time with the BLUM interns Mats and my focus was mainly on researching current local outreach programs in Encanto, to be sure not to duplicate or interfere with already present initiatives. All the different interns were allocated different areas of focus, which after an eight week research period concluded in a presentation in front of Groundworks-, UCSD board members and other stakeholders.
During our time with BLUM we did much more than “just” computer research, we also got the opportunity to go on a tour near the border and become educated in the environmental issues of cross boarder politics such as watersheds. Moreover, we did a walking tour through Encanto, noting religious buildings, local shops, solar panels, vacant land plots, generators and things that we found interesting. In school we learn much about PAR, Participatory Action Research, and one technic used here are the walking tours in the neighbourhood to realise and appreciate some of the features a community has that are often neglected, this was also the case here. It was very interesting to see how much potential the community has, the many vacant plots in the community and the many religious institutes that potentially could work together and further the community.
