there are separate forms of payment when regarding the military.
it is important that each personal receives their individual paycheck. the problem is that with the start of each new year the armed forces as a whole are given a sum of money which it then delegated down to each unit to spend.
with the shut down that yearly money is not going to be coming in and the military has been short on those funds since feb.
