The fact that there's enough dust on the table that it's VISIBLE means that he hasn't been down here in ages. He sets this up specially for the deputy. He definitely collected the skin that morning just to pin it up for dramatics. He placed everything here im the perfect arrangement for the stage presence. He definitely practiced this intro like 30 times. He obsessed about what song he was going to whistle. He's such a dramatic little crybaby. Gods, I love him.
