It took me 500 years to reply to this and I'm SO SORRY (I wanted to wait until I had more art of Rider's sanitisation)
I dubbed it The Metro Incident! It's the cornerstone of my entire AU where (in short) I re-wrote the manga so it could overlap with the game's stories and characters (And a few ocs. Specifically one who stands as a major antagonist)
Goggles and Rider were never agents, none of the manga characters are (aside from Hachi who IS agent 8)
Except Rider does still very much get sanitized.
Goggles and Rider were lured down to and got lost in the abandoned metro, attacked by sanitized octolings and saved by Captain 3. But the incident left them both traumatized (and Rider permanently afflicted)
Even years later, if Rider feels too strong of an emotion or feeling (in any way) it will overwhelm and flare out of his body like a special charge. It's big, it's messy and there isn't always a warning flicker like in the image above
I've barely explained anything but I didn't wanna turn this post into an essay aaaaa
