As far as I understand it, no. This product brief, for a particular family of products, states that the xeon processor mentioned is “silicon technology”, and Intel has information about making silicon chips on their website. 

To the best of my knowledge, research into gallium oxide is still ongoing, and it may be some time before electronics with it are mass produced in any form.
