Clint is D/deaf in a lot of comic runs from being a member of the “My dad was a dick club” but I think the name you’re looking for is Matt Fraction and his comic run from 2012.
“Dad is big I can’t stop him”
He loses his hearing again in issue 19 (Which is completely in ASL and hilarious and will make you bawl for baby Clint.)
He takes in “Pizza dog” after he sees some Russian mobsters abusing him.
