How would they have explored genderfluidity especially when other actors have got into trouble for portraying genders that aren't their own? I'm not sure.
I don't know that I'm in a position to fully answer, as I'm not genderfluid and can't speak for how genderfluid people would best feel represented.
That said, purely from a narrative standpoint, different choices could have been made. The most obvious example is when Loki asks the other variants if they've ever met women versions of themselves. Instead of a resounding "omg no terrifying etc" reaction, there could have been murmurs of "yes of course i personally am a woman three days a week" etc.
Sylvie being a woman is treated as an anomoly among the Lokis, one to be surprised and even put-off by. I assume that if one is genderfluid, then the concept of themselves as the opposite sex wouldn't be a thing that evokes a "how odd!" reaction.
(Also, there seemed to be more surprise/disbelief at the concept of Loki being a woman than Loki actually being an alligator in their club, so I mean.)
Loki's genderfluidity could also have been shown in the time theater. For example, they filmed a whole ass DB Cooper scene to play; they could have just as easily chosen a pre-canon memory in which Loki was presenting female and shown that, instead or in addition to.
I'm not sure what you mean irt actors portraying genders that aren't their own - I assume that Tom would not have portrayed Lady Loki, had our TVA Loki presented as female at any point in the series, and a woman would have been cast. If you mean that only a genderfluid-identifying actor can portray a genderfluid character, I mean, I'm not really sure how to address that.

Alright, so last year, a new girl joined my grade at school. It’s a tiny, conservative, Christian school (yeaurgh). Obviously it’s very homophobic/transphobic (most people there support Tr*mp). Now I’m very good at being closeted (i think), bc I don’t get to pick my own clothes or anything, so I seem very straight. Near the end of that year, I started getting gay vibes from her. Partially shaved hair, plaids and shit, etc.
So this year, we’ve started this unspoken game. It’s called “How many queer references can we make until we’re sure we’re both gay?” Because we have to be super careful, otherwise if we came out and one of us was cishet allo we’d be in deep shit, y’know?
So here is what we’ve done so far.
Her: “Oh wow there’s a thin blue line flag.”

Her: 👀
Someone: Yeah I voted for Trump in the mock election.
Her: 👀
Me: 👀
Someone: gays are disgusting
Me: *argues*
Her: *supports my argument*
Me: *draws Klaus Hargreeves “GOODBYE” and “HELLO” in sharpie on hands*
Me: do you watch TUA?
Her: ... yes, who’s your favorite character?
Me: well obviously Vanya
Her: *adorable excited squeak*
Me: and Klaus
Her *another squeak* yeah me too

Someone: *is genderfluid-phobic*

So please please please if you think she’s gay let me know. I might ask her about Hozier next... but maybe it’s just coincidence?? Also I might mention Elliot Page...
