This is deeper characterization than I have ever seen for Regent Worf, and it is the only official mention I know about of something that has always fascinated me about the Klingon-Cardassian Alliance.

Yes, they’re horrible slavering evil fascist oppressors. But it’s not about simply growing empire, it’s not just power.

It’s about revenge.

Their entire setup is based on hurting the Terrans BACK. The devastation of Qo’noS glimpsed in Discovery, the Terran occupation of Bajor. The Alliance seeks to make the Terrans and any group that stood by them during the fall of the Empire, such as the Vulcans, suffer as they have suffered for every last atrocity and every last injustice. Blood for blood, pain for pain.

We might think of “our” Klingons and Bajorans as more noble, but we’ve seen their attitudes towards their enemies. People like General Chang and even Kira herself before Duet. A benevolent influence like the Federation can steer them away from vengeance, but the impulse is all too easy.

And the Cardassians of the mirror universe? Whatever the Terrans did to them, or maybe just because of their already fascistic nature, they were more than happy to tell their partners: “go ahead. Do it. Hurt them.”
