Usually they need money more than food.
So what if the spend it on drugs or alcohol?
That's their decision. They can choose whether they want meth more than a hotel room with a shower.
Besides some people have allergies or are diabetic and can't take certain foods.
God's test to you is are you willing to give your excess to one who has less or will you only give charity when the conditions fit your narrative of what is good?
Don't make yourself judge of whether someone is deserving of your help. Remember how unworthy you are of all that God gives you. He will provide enough for you even if you give.
Don't hold on to things and money. They do you no good at your judgement day unless you have given them all away.
In this garden God not only placed trees for food but also ornamental trees, most beautiful to look at. In the middle of this garden God placed the Tree of Life and not far distant, the Tree of Knowledge of Good and Evil by which He would test man's love and loyalty.
