I agree that he’s a decent person, I just don’t think he got to where he is by immediately agreeing to whatever demands are made of him, and nor do I think he has the authority to singlehandedly issue promotions for fifteen heroes, regardless of how far up in the ranks he may intend to move them.
(And if he takes the hit for how much of a clusterfuck this arc ends up being and doesn’t try to pass the buck, he’ll be lucky to come out of it with a job at all, much less be in a position to tell the rest of the executives that he promised the support team promotions in return for their participation.)
I could be wrong, of course, but I really do think the best the support team can hope for is credit in line with normal hero activities--which will probably boost their standing on its own, even if just a little--but not any kind of special treatment.
