Raphael didn't hold his position this long without a healthy dose of paranoia to protect himself. Councilmen were high value targets for anyone looking to enact a change in control, in leadership over the supernatural realm, destroy what they spent centuries building. He didn't like the unexpected and many creatures had the ability to turn invisible, hence why Raph ensure he had a counter ability to see the unseen. A Valentine's Day ball seemed the least likely setting for anything suspicious yet imagine his surprise when he spied Roland's chirpy little fledgling Gwyn skulking about with a shimmer to his form. He smirked to himself, watching the younger hybrid in curiosity to see if he could figure out what he was up to. Stealing again, perhaps? As if Roland couldn't buy him whatever he needed. Unless Roland was broke, which also wouldn't be very shocking to Raph who saw him as rather irresponsible anyway. It'd explain a lot about how he let his fledgling go around getting away with things he shouldn't be.
