It had been quite a while since the Sports Festival. In the story we all know, Shoto Todoroki was reached by Izuku Midoriya, and warmed up to the rest of his class after that. In the story we all know, Shoto Todoroki learns to weild his flames for himself. But remove one vital piece, and that falls apart.

In the absence of Izuku Midoriya in class 1A, Shoto never had the oppertunity to learn that valuable lesson. His grudge still held strong, growing as time went on. His refusal to use any of his fire weighed on him, making it difficult for him to keep up with his classmates. And the further he fell behind them, the more that resentment grew, and the harder it got for anyone to approach him. It got to the point where it wasn’t unusual for him not to say a word all day, besides greeting his teachers at the start of class.

In that sort of world, it would certainly be difficult for a traitor to be able to get any information out of him at all.
