Changes to in-game method to obtain Dragon Mount
Old method:
scale -(50:1)-> Hardened Egg -(RNG)-> dragon or claw/talon -(8:1)-> Mysterious Egg -(RNG)-> dragon or claw/talon
Becomes
scale -(10:1)-> Old Scroll -(RNG)-> dragon or scroll piece -(40:1)-> guaranteed dragon.
Either method requires 400 scales in total anyways, but you get 5x more attempt on the first RNG method to get dragon (underlined) because you are converting 10 scales per scroll instead of 50 scales per hardened egg.

New mechanics have been added
New loot has been added, including: VM 9.5 retool items, royal ghost/diamond dragons and superior innerwear (the one with better stat).
The dungeon will remain as weekly based dungeon, which resets every week.
Dual Option System
It will only be available for Tier 11 gear or higher.
To enable this feature, press Shift + Right-click on your gear. You will have to pay a one-time fee using gold. The amount of gold will vary by item type.
After activation, pressing Ctrl on your gear will allow you to check the equipment’s Alternate Options but not save the stats.
To switch to Alternative Option stats, press Shift + Right-click on your gear again when viewing your profile or inventory.
Re-rolling an equipment is no different from before. The only difference is that there will be Button 1 and 2 to select the alternative option for the selected equipment.
You can utilize Save Outfit feature on Profile (P) to quickly switch between dual options.
High Tier Dungeon Rotation
The current season’s high-tier dungeons “Demokron Factory Hard Mode” and “Timescape Normal Mode” will be replaced by “Bathysmal Rise Hard Mode” and “Akeron’s Inferno Hard Mode”.

New Items
There’s a new equippable item, the circlet. It goes in the head slot of your profile, and any cosmetic item previously in that slot has been moved to the costuming tab.
Circlets offer Defense and Balance modifiers, and affect your item level.
They drop in Ruinous Manor (all), Broken Prison, Lilith’s Keep (Hard), Shadow Sanguinary (Hard), Sky Cruiser Endeavor (Hard), Harrowhold, and the Civil Unrest zone.
Also available from battleground reputation stores.
Included in equalized gear sets for battlegrounds.
We’ve added a way for you to enhance existing noctenium infusions.
An Uncommon Noctenium Refiner (available from Vanguard Initiative Quartermasters for 700 credits) condenses 400 Noctenium Infusions into an Uncommon Noctenium Elixir.
An Uncommon Noctenium Elixir increases a skill’s noctenium effect by 50%, and increases all skill damage for 10 minutes, during which time Noctenium Infusions are not consumed.
The effects of an Uncommon Noctenium Elixir are cancelled when entering a battleground.
Additionally, Noctenium Infusions no longer increase PvP Attack/Defense.
Accessory Resizing
You can now improve the stats of high-end accessories, using a Resizing kit.
Manor, Estate, Blubred, and Landsheart necklaces.
Manorborne, Estateborne, Blurbred, and Landsheart rings and earrings.
A resized accessory’s start and random options get a slight upgrade.
You may equip two resized accessories with the same name, but they are not tradeable, and still bound to the original character.
Dragon Scales
We’ve added a new reward type to Vanguard Requests.
Dragon Scales can be exchanged at the Dragon Scale shop for Hardening Dragon Eggs, Health Potions, and Bravery Potions.
Using a Hardening Dragon Egg randomly gives you either an Iron Dragon or Crimson Dragon skill manual, or a Dragon Claw.
You can convert 8 Dragon Claws into a Mysterious Dragon Egg, which generates either an Iron Dragon or Crimson Dragon skill manual.
Guild Changes
We’ve made several changes to guild quests, the guild UI, and Civil Unrest: Velika.
The guild UI now displays the offline time of guild members.
We’ve added circlets and accessory resizing kits to Civil Unrest mobs.
Rally quests now randomly appear throughout the day, and are no longer “first come, first served.” We’ve also changed them so that they may be abandoned.
Harrowhold
We’ve made some balance adjustments to our signature 30-player raid. In addition to overall play balance, we’ve:
Reduced the range of Vergos’ gaze pattern in phases 2 and 4.
Changed the Flame/Dust pattern in phase 3 so that either element can appear at random.
Additionally, the changes to the warrior’s Edge generation mean that Velik’s Blessing no longer enhances Scythe.
Bug Fixes
Bug fixes for class skills, Harrowhold and more.
New Dungeon: The Broken Prison
The Broken Prison is a new 5-person, level 65 dungeon that takes players into Lakan's Prison to investigate some mysterious activity...and a possible escape.
Required level: 65
Minimum Item Level: 417 (for instance matching)
Entry teleportal located in the southwest corner of Deva Silver, in Oblivion Woods
Entry Limit: 1 per day (Elite: 2 per day)
Bosses: Gorgoth, Molek, Balbatos
Loot: alkahests, designs and materials for Imperator and Ambush sets; designs and materials for Quatrefoil Brooch; Manorborne and Estateborne accessories; Tier 10 enchanting materials.
The Broken Prison features seven new achievements.
Dungeon Updates: Harrowhold
We've made a few adjustments to this raid:
Players can no longer use Goddess’s Blessings in Harrowhold.
We have adjusted Vergos to be more challenging.
Quests
We made various improvements and refinements to Vanguard quests and quest tracking:
When players hit level 65, the quest tracker automatically resets, leaving just the three highest-priority quests.
Players no longer automatically acquire the following early level 65 zone quests: Etching to Get Started, Hands with Many Hats, Engineering the Outcome, Friends of the Family.
We added an item level requirement (item level 417) to the story quest Wrath of Dragons.
For PvP servers, we removed the quest ‘The Outlaw.’ Players can still learn the Outlaw Declaration skill directly from Skill UI upon reaching level 65.
We removed special battleground Vanguard Quests.

We made a minor improvement to a couple of loot boxes:
We updated the Monarch's Treasure Chest and Prince's Treasure Chests from Tier 5 alkahests to Tier 6 alkahests.
Guilds
We reduced the Guild-versus-Guild declaration fee and penalty:
We reduced the declaration fee from 50 percent to 300/900/1,500 guild funds (for small/medium/large guilds).
We reduced the penalty by 66 percent (2/3) to 5/15/25 guild funds per hour (for small/medium/large guilds).
Battlegrounds
We made some changes to Kumas Royale:
Kumas Royale is now two separate battlegrounds: one for players from level 20-64, and one for level 65 players.
The level 20-64 Kumas Royale equalizes all players to level 65.
We changed the requirement for kicking a player from a party in Kumas Royale from 80% party agreement to 100%.
UI Changes
We made a change to the TERA UI:
You can now change the Raid Party UI size, by going to Options > UI Settings > Scale Combat Elements > Raid Parties.
Bug Fixes
Flight skills now revert to default locations when you dismount from a flying mount.
We corrected an issue with Bamarama incorrectly refunding bets under conditions other than the world server going down.
We’re releasing a new build Tuesday, January 10 following maintenance featuring a new dungeon (Broken Prison) as well as balance changes to Harrowhold.
Mount Tyrannas server will be shifting to a PVP-65 ruleset, where only level 65 characters will be able to use and acquire the Outlaw Skill. If you are below level 65 and currently possess the skill, it will be unusable until you reach level 65. The skill will be automatically granted upon reaching level 65, like other skills you gain when levelling up.
We’re making this change in preparation for major game updates coming later this year—namely a complete retuning of leveling and progression, as well as the introduction of the new glaive-wielding class. We anticipate these updates will drive a large number of new players to the game. Eliminating the ability to be ganked by uber-geared high-level players will help to ensure a more positive experience with TERA for these new players, regardless of the server they choose to join, and make them more likely to stick around and become a lasting member of our community. Ultimately, this change should contribute to a larger and healthier player population in the long term. For our existing players on Mount Tyrannas, this change may be unwelcome to some. We want you to understand the current PvP configuration on MT is unique to Western-published versions and not actively supported worldwide. This was problematic in the past for a number of reasons. New PvP-focused features aren’t developed with our configuration in mind. The team here at EME must also maintain what is an entirely unique server type, which introduces roadblocks that sometimes impact our ability to quickly deploy new builds. By making this change and bringing our server configuration more closely in line with that of the majority of TERA globally, we’re better positioned to integrate future PvP-focused features.
