(I do see your MLP muses so def something with this guy! Don't worry about g5, I have written a g4 verse for him since its generally better and more written out.
He could absolutely be visiting ponyville for fun or a business reason, perhaps something with fluttershy since I don't think he's ever really touched dirt much or been in a more countryside area. It would be interesting if maybe he was trying new things and 'interning' to help her by doing community work in helping with her animals and being very clumsy at it. )
No spoilers, mostly just thoughts about how I feel about the franchise at this point and what I'm going to do with him since both the animated content and comics are just lacking and also contradictory to each other.
( To put it bluntly, I'm far from happy with the basic writing of G5 and the last released christmas special just brought more questions than answers.
I don't really know anybody currently who is into mlp rp or even G5, and I haven't checked in quite some time. The same goes for any G4 rp, though I know people are alot more favored towards that gen for right and obvious reasons.
So going forward with Toots as a character. I will very much be writing him in G4 and G5 as an OC at this point.
G4 verse: He lives and works in Manehattan as a secretary and receptionist for a big company in the city alongside his partner Sweets. His family always lived there and came from moderate money, his father being a business pony himself. Toots himself isn't very smart but he is helpful and likes the structure and society of business, landing a job as a helper to bigger CEO ponies. He has pride in his work and understands paperwork extensively, as long as there's a process and order to things with clear instruction. Socially he is very fun and enjoys small talk, and is very friendly. If you need help he will be there, no matter the task. He has always been described by any other pony a good friend and employee.
G5 verse(Very canon divergent): He works as one of the leaders next to Sweets on using the industrial machinery from previous to be processing and packing work instead of production of inventions. They process and package all the food made by earth ponies to be sent to Bridlewood, Zephyr Heights and other places in Equestria with maximum efficiency. He is proud of this work as well and makes sure everything is running well. Growing up in Maritime Bay though he still does take time to be social in the town and often still delivers to and buys from Sunny's smoothie cart. Since the change and integration of all ponies, he welcomes everyone with a hug and smile and isn't going to tolerate any hate should it come up. If he isn't working, he's glad to help anypony around should they need it no matter the task. On off days or his own time he enjoys testing his magic and making small flowers, often giving them to his mother. His guilty pleasure snack are morning donuts and coffee. )
“W-welcome to--” The blue pony looked up and down at the gem, very confused at what was happening. Sunny had given him and Suites a basic guide on etiquette towards others, but it didn’t include someone like Spinel.
“I-I’m sorry, who are you?” Toots’ usual friendly voice now sounded a bit hesitant.
“Hello! Welcome to Maritime Bay! We hope you enjoy your stay here!” Toots sounded a bit automated, as if reading from a script but it was his job. “Please enjoy your visit by the sea, if you have any questions just ask one of the designated information ponies or a shop owner around town.” He recited to the unicorn upon greeting him.

( It really kinda bothers me G5 writing completely dumbs Toots down to idiot who likes food. He's used in a joke preferring junk food over healthy food in some attempt to have some message about Sunny learning to rally people with her personality rather than her looks. He's also generally just made to be unaware of half the things even going on or not knowing much despite being a secretary that worked factory equipment. The stallion has a cutie mark in organization and yet the show can't even give him that credit. )
( One of the things that I could get out of this is Nightmare Night is still a very popular holiday and ponies still love being scared for fun. This includes Toots, who mistakes Opaline for dressing as Nightmare Moon asking if she can show up for his Nana's Party.
This only reads to me as his family specifically seems to like scares and favor Princess Luna.
The thought this family has probably for his entire known life told him she's the better princess amuses me, and if you asked him he'd probably say she is his preferred historic princess. )
