In real life, prior to 1993, responsibility for Andorra would be swapped every year. Catalonia/Spain would get Andorra during Even years, and France during Odd years.
When it comes to Andorra, I’ve noticed Spain and France have this sort of tension going on, like they really don’t want to share. So a rule they had was the type of clothing she was allowed to wear. If she was staying with France, then she had to wear his current fashion, if she was with Spain then she’d wear his fashion.
