The demand for programs for our youngest children started in the 1970′s when most mothers with children under 3 began working outside the home. Currently, there are roughly 15 million infants and toddlers whose parents are in the labor force, with about half of these children being cared for in out-of-home group programs (page 36-37).

Goals/ Suggestions to Ensure High-Quality Care (page 38-49)
1) Focus on Relationships
For infant and toddler caregivers, the single most important goal is to establish warm, caring, attentive relationships with each individual child (page 39).
2) Become an Engaged Caregiver
Involved teachers are found to engage in more touching, hugging, holding, prolonged conversation and interactive joy (page 40).
3) Use Daily Care-giving Routines as a Source of Engagement
Daily routines, such as feeding, napping, diapering, toileting and hand-washing, offer rich opportunities for interaction between the teacher and child (page 41).
4) Build Strong Relationships with Each Family
Open, on-going communication with infant and toddler parents is essential. Families need to know that their baby is in good hands (page 41).
5) Provide Nonsexist Infant and Toddler Care
Avoid using stereotypical terms such as “sweet, little girl” … instead focus on more meaningful observations such as “What a sweet smile you’re giving me!” (page 42) High- quality infant and toddler programs are nonsexist and culturally appropriate, respecting each child’s individuality and heritage (page 57).
6) Promote Culturally Appropriate Practice for Infants and Toddlers
Cultural identity is a part of the child’s developing self-concept. Encourage parents to share their language and customs at the center and adjust interactions with children to honor and respect their cultures.
7) Show Respect for Infants and Toddlers
Our goal should never be to push or speed up development, but rather to enhance it through good quality interactions and experiences (page 45).
8) Keep the Child to Adult Ratio Low; Keep the Total Group Size Small
To provide optimal care, recommended maximum infant group size = six, each adult caring no more than three babies and maximum toddlers group size = twelve, each adult caring no more than six toddlers- preferably four (page 45).
9) Promote Health and Safety
High-quality infant and toddler programs promote health and safety, and provide an environment that is stimulating but not overwhelming (page 57-58).
10) Provide an Enriching and Developmentally Appropriate Environment
Provide adequate, comfortable space in which children can crawl, cuddle, hug, sit beside and interact with others. Big, soft pillows on the floor and low couches will encourage caregivers to stay at “baby-level” and be available for lap-sitting, cuddling or reading (page 47-48).
11) Develop a Program that is Inclusive of Children with Special Needs
The Individuals with Disabilities Education Act or IDEA was created in 1986 and was formerly known as the Education of the Handicapped Amendments Act- Part C. The integration of most infants and toddlers with mild handicapping conditions requires very little adaptation of the child care program (page 48).
12) Make a Commitment to Professionalism
Responsibility means being committed to providing the best for our children over the long run (page 49). Infants and toddlers are given a wonderful foundation and head start as they set out on their journey to becoming a whole child (page 58).
