Considering that Mar'i had three children in Kingdom Come with Damian Wayne (Ibn al Xu'ffasch), son of Bruce Wayne, I would say no. She's not sterile. I guess it would depend on how many chromosomes Starfire had, and whether they matched humans, which is entirely possible. Sterile hybrids usually only occur when the chromosomes don't match, and even then, some of them go on to having kids. Take the Hinny, for example (offspring of the female donkey and male horse), there are cases of the female (rarer to produce than the male because of the genetic make up) having babies.

Take into account the amount of technology both Tamaranians and Earthlings have, and you'll get babies. IVF, artificial insemination, that sort of thing.

I don't think BB would take kindly to being involved in getting Mar'i knocked up. Damian is more likely to kill him for that.

Besides, Damian's an assassin. If anyone can sneak in and fertilise Mar'i, it's him. He'd probably do it out of spite. "Look, Grayson, what my mighty sperm has wraught. I have impregnated your daughter. What are you going to do about it?"

Then Dick can make the duckface and go "Mah babies! All grown up!" and troll Damian some.
